Carter leads the association's operations, services and solutions including, finance, information services, the Transportation Security Clearinghouse and Training and Technology Services. Carter helped develop and shape numerous initiatives within the industry including the nation's first domestic known traveler program as well as the formation the AAAE Transportation Security Clearinghouse which facilitates the background vetting for aviation workers nationwide.
